Since 2004, the Bureau of Automotive Repair (BAR) has partnered with the Foundation for California Community Colleges to deliver the Smog Check Referee Program, offering vital services to California's communities. The Associate Referee role presents an incredible opportunity for individuals eager to grow their careers in the automotive industry. It’s a unique chance to gain hands-on training and experience while working toward becoming a Referee.
As an Associate Referee, you’ll work closely with an experienced Referee and Manager, providing specialized Smog Check services that are essential for California residents - and only BAR authorize.

What You’ll Do
- Perform inspections and testing of consumer vehicles for smog certification, verify compliance with smog check laws and regulations, conduct additional inspections and tests as needed, and disseminate test results and information to vehicle owners, staff, and program management as required.
- Respond to technical queries from consumers, industry, BAR, and other program stakeholders.
- Promote the mission of the Foundation through the BAR Smog Check Referee Program and maintain a strong understanding of all policies, practices, and procedures related to the program.
- Maintain the Referee site (and remote) workspace and equipment, ensuring a safe, incident-free work environment. Provide safety information to staff, consumers, and students, and respond promptly to any safety concerns.
- Maintain communication with the Region Manager and other BAR referee sites by building rapport with program employees, attending meetings, and preparing/distributing relevant information and reports.
- Submit recurring and other reports to the Region Manager, outlining any complaints received and their resolutions.
- Lead and direct the training, development, performance appraisals, and work assignments of BAR Referee site Student Technicians and other program staff.
Attributes for Success
- Knowledge of current principles and practices of automobile repair and technology, including California state and local automobile regulations, laws, and codes.
- Practical experience and knowledge of emissions testing, diagnosis, and repair.
- Strong practical knowledge of BAR Smog Check Program requirements and procedures.
- Strong ability to always maintain composure and professionalism, including during high-pressure interactions with consumers.
Education and Experience
- Minimum of three (3) + years of progressive experience in vehicle smog inspections, diagnostics, and repairs.
- Valid CA Driver’s License.
- The following certifications and licenses are needed for becoming a Referee. However, if you do not currently hold them, we will provide a pathway for you to obtain them within one year of hire.
- BAR: EO Inspection and Repair EI licenses
- ASE: A6, A8, and L1 Certifications
- ASE Master Technician Certification a plus.
- Associate degree in automotive technology a plus.
