Overview:
Performs inspections on rebuilt salvage vehicles to verify identification numbers of vehicle and parts match and to determine an ensure vehicle parts used to rebuild are legal and have not been removed, altered, defaced, destroyed, falsified or tampered with in any way; makes phone calls to insurance companies, auctions and rebuilders to verify damage to vehicle and parts information; contacts the National Insurance Crime Bureau (NICB) and utilizes L.E.A.D.S. to check salvage confidential numbers and ensure vehicle is not stolen; answers phone calls providing general salvage information; obtains all paperwork, photographs, fees from drivers such as driver's license proper applications, receipts and all other requirements; completes necessary inspection reports and paperwork; sends blue receipt verifying IDOT safety test was passed to Vehicle Services; copies of all pertinent documentation to the inspection processing sent to Vehicle Services for issuance of new title; performs related clerical tasks related to salvage vehicle inspection activities; maintains and cleans immediate inspection hoist areas; opens and closes facility.
Duties and Responsibilities:
- Performs inspections on rebuilt salvage vehicles to verify identification numbers of vehicle and parts match and to determine and ensure vehicle and parts used to rebuild are legal and have not been removed, altered, defaced, destroyed, falsified or tampered with in anyway, this involves but is not limited to, cleaning areas of vehicle where pertinent numbers are located so they can be easily seen and utilizes an OBD (onboard diagnostics equipment) to verify the true VIN of the vehicle; requires original receipts for all essential parts replaces on vehicle; inconsistencies with the paperwork provided by the rebuilder or questionable vehicle or parts are referred to Investigator for further handling.
- Makes phone calls to insurance companies to verify any questionable replacement parts, if parts are new or used, what type of collision the vehicle was in and what parts were replaced; calls NICB and utilizes L.E.A.D.S. to check salvage confidential number (part of VIN, Engine and transmission numbers) to ensure vehicle is not stolen; contacts auctions and/or rebuilders to verify damage incurred, why vehicle was salvaged, if parts where replaced after purchase, why it was replaced and/or if any mistakes were made on paperwork; information obtained from these calls is used to complete the necessary reports; conducts VIN verifications by checking number on vehicle against paperwork and filling out form; when vehicle does not pass inspection a courtesy call is made to the rebuilders and auctions to identify reasons for failure.
- Answers phone calls from the general public, rebuilders, etc., providing general salvage information if cannot answer question, directs calls to appropriate area.
- Obtains all paperwork and fees from drivers such as driver's license, proper applications, receipts and all other requirements; instructs drivers to pull into bay and wait in the office until inspection is complete; completes salvage inspection report, odometer disclosure, signs off on the reports along with the investigator, verifies information is true and correct on the certificate of purchase and all required documents by checking vehicle history; makes copies of parts receipts, checks, driver's license, title and any other necessary documentation for the files; issues receipts upon completion of inspection, completes inspection report, and signs off on all receipts and paperwork where applicable; prepares daily logs of number of inspections and fees collected, makes copies of checks and money orders and sends to Drivers Facility via US Mail.
- When vehicle passes inspection, the ABS forwards the Illinois Department of Transportation inspection form to Vehicle Services; copies of invoices of parts used to repair vehicle, original salvage certificate, title application, inspection report, affirmation of essential parts form, copy of driver's license of the individual that brought vehicle for inspection and copy of checks used to pay fees is sent to Vehicle Services via US Mail for issuance of title.
- Maintains and cleans immediate inspection and hoist area, sweeps the floor, cleans the tools and puts back in order in storage area.
- Schedules vehicle inspections and prepares vehicles inspection paperwork and forms; prepares automotive repair and travel vouchers; orders supplies necessary to carry out salvage vehicle inspection operations; creates computerized case files by entering appropriate information such as names, addresses, driver's license, date of birth, gender, etc., and closes case files by entry of appropriate codes and information pertinent to the case; performs general clerical and typing duties.
- Opens facility for business in the morning by turning off security alarm system, unlocking gates and turning on all equipment; shuts down facility by securing building, locking gates and activating alarms.
- Performs other duties as assigned or required.
Education and Experience: Requires knowledge, skill and mental development equivalent to completion of four years of high school and one year of experience in auto body repair work; as would be gained as an autobody technician, auto technician, auto painter, parts technician or related auto salvage experience.
Knowledge, Skills and Abilities:
- Requires extensive knowledge of the removal and replacement of fenders, doors, panels and miscellaneous.
- Requires extensive knowledge of methods and practices followed in auto and body repair work.
- Requires ability to use various hand and power tools and equipment appropriate to the work.
- Requires the ability to maintain satisfactory working relationships with other employees and users of the automotive equipment.
- Requires the ability to complete work in a timely and efficient manner.
- Requires the ability to complete routine reports.
- Requires possession of a valid Illinois driver’s license.
- Requires the ability to lift and carry, up to and including 90 pounds.
- Requires the ability to push/pull 25-50 pounds.
